Following a landmark approval issued by the UAE Ministry of Community Development, Al Noor Training Centre for Persons with Disabilities, Dubai's legacy institution for people of determination and special needs, has grown into the capacity of being a public welfare association as of 2020 - Al Noor Rehabilitation & Welfare Association for People of Determination.

The new identity is intended to better serve the UAE's people of determination community and assist people with disabilities, as it ushers in a new era of inclusivity for the organization, having recently completed its 40th anniversary in 2021.

The new association identity and status, which transitions us from a private, not-for-profit organization, allows us to better serve Dubai's entire People of Determination Community through initiatives to foster equal opportunities, professional training, and care for those with special needs. The organization intends to embark on a far-reaching service expansion program to ensure that it can serve all people of determination and persons with disabilities, including the 200-plus current student body.

Through its Training Centre, the new organization will continue to provide rehabilitation, recreation, and vocational training to people of determination aged 4 to 35. It intends to broaden its services to adults with special needs through Himmati, a center dedicated to providing care and leisure activities for those with disabilities. It also intends to make its Assistive Technology Unit, which was previously only available to enrolled students, available to the wider people of determination community in the UAE, as well as the senior population in Dubai. The Al Noor Innovation Centre will house the Assistive Technology Unit.

The association aspires to be a one-stop shop for people with determination, as well as families and corporate entities seeking information and solutions on how to cultivate valuable traits in people of determination despite their disabilities, in order to ease their integration into traditional educational institutions, the workforce, and the greater community.

The association intends to continue working to secure employment for young adults with disabilities in the corporate world, in order to equip these people of determination for productive employment in the community.

It also intends to continue supporting research and study programs in the field of disability and special needs to ensure evidence-based best practices are followed, as well as to provide specialized assistant teacher-level training for individuals working in special needs centers and mainstream educational institutes. The expansion strategy also includes a focus on developing disability awareness and etiquette training for both public and private sector organizations.

HH Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has graciously donated the association it’s purpose-built facility.

We are a private non-profit organization that relies on funding and sponsorship to meet our costs of running and delivering a high-quality educational experience for our students with special needs and disabilities. We depend on the support of the community to achieve this.

  • Developing the community and cognitive awareness of the various disability issues and the special needs of people with disabilities.
  • Developing the inclusion concept of all kinds and levels for People of Determination (social, economic and educational inclusions for the persons with Disabilities) in all sectors of the country.
  • Providing specialized family guidance services for People of Determination and their families and supporting them to accept their disabled children and contributing to providing them with the specialized services.
  • Developing local cadres in the field of specialized rehabilitation and educational services for People of Determination.
  • Creating partnerships and exchanging the expertise with various institutions concerned with the affairs of disability and People of Determination, in a way contributing to achieving the association’s objectives and mission.
  • Assisting the research and studies programs in the field of disability in the country and benefiting from the expertise of international and local cadres specialized in studies and research related to disability
  • Ensuring a decent life for persons with disabilities by providing job opportunities and employing the disabled adults in line with their physical, mental and behavioral abilities.
  • Developing the specialized education services and the services supporting the same, such as physical, occupational and speech therapy for people with disabilities in the country.
  • Creating and applying the modern and appropriate rehabilitation and training programs for all categories of People of Determination, regardless of the nature and severity of disability.
  • Providing the specialized educational services of all kinds, levels and fields for the persons with disabilities whom their economic, social or other conditions prevent them from receiving such services against nominal fees or exempting the same for those who are not able to pay after obtaining an approval from the concerned department in the Ministry.
  • Selling and marketing products that are made by the students in the vocational training unit after obtaining the necessary permissions from the local authorities including issuing a trade license from Department of Economic Development.
